Assessment and Strengthening Program (ASP) is a USAID funded Program which is designed to bring the management of Pakistani Civil Society Organizations (CSOs) and the Government of Pakistan (GOP) Organizations to a higher level of management excellence, accountability and transparency. Lahore University of Management Sciences (LUMS) is a participant in the realization of this proposal. Its role is to provide the academic resources required to assess and strengthen Pakistans CSO and GOP resources through requisite Training and Research. Applications are invited against the following positions at ASP-LUMS.

Research Associate (Case Research Center)


Position Purpose:

Assist the Case Research Center in editing, proof reading, managing the review process of the cases/notes written by faculty for ASP-LUMS.

Main Responsibilities:

  • Editing the cases/notes written by faculty
  • Proofreading the cases/notes written by faculty
  • Administrative work which may include but is not limited to following up with faculty, sending reminders, following up with reviewers, preparing status charts, etc.
  • Formatting of case as per CRC guidelines.
  • Participation in assembly and follow-up faculty for case review meetings and roundtables.
  • Assisting in maintenance of case library and catalogue (online and offline).
  • Any other duties Assigned

Education:
4 years Bachelors/Masters Degree from an HEC recognized university.

Experience:

  • 1 -2 years of relevant experience

Director Program & Research

Position: Director Program & Research

Position Purpose: The Director Program & Research will lead all the Program related activities of ASP-LUMS including Trainings, Research, Internship Program and Learning Management System.

Main Responsibilities

  • Provide strategic oversight and leadership to the work of Program areas including Trainings, Research, Internships, and Learning Management System
  • Develop year 4 and year 5 Annual Work plan, training calendar, Research Agenda as well as internship plan
  • Ensure a robust plan for sustainability of the Internship Program beyond the life of the project
  • Identify Research topics at the beginning of each year for conducting Research and to meet targets set in the Annual Work plan
  • Produce a quarterly Progress Report on Training, Research, Internship, Learning Management System and material development activities
  • Oversee the functioning of Learning Management   System and launch of refresher programs through LMS.
  • Identify opportunities for improvement in program deliverables
  • Prepare budget for program consultation  with Finance and ensure utilization of budget
  • Organize periodic workshops through international Consultants for effective Management of LMS.
  • Liaise proactively with key stake holders including LUMS Faculty, USAID, ASP Implementing Partners and Partnering Academic Institutes to ensure targets are delivered on time and in full.
  • Prepare Program evaluation reports to identify areas of improvement
  • Any other Assignment to be given by COP

Education, Qualification & Skills Required:

  • A Masters Degree in Social Sciences/Management Sciences from an HEC recognized university.
  • At least 12-15 years of experience in concerned area particularly in development sector, academia and research; of which at least 6-8 years at a senior/leadership level.
  • Good interpersonal skills
  • Excellent verbal/written communications skills
  • Ability to lead teams and work with multiple stakeholders
  • Must be able to effectively manage and deliver multiple and competing priorities

Director Compliance

Position Purpose:
Director Compliance is to play a key role in implementation of the ASP in identifying the compliance issues across the Program and will identify and highlight critical high risk areas within the ASP’s compliance section which require immediate action to resolve.

Main Responsibilities:

  • The Compliance Director will play a critical assurance role which must identify and clarify current internal compliance practices and controls within the ASP.
  • The candidate must diagnose and develop enhanced procedures to ensure agency wide compliance with all regulatory, financial and core operational system requirements as per USAID guidelines.
  • Ensure the Program’s ability to gain assurance, across central and provincial Program officers, across all activities, in our adherence to procedures and practices, in line with the requirements and expectations held by USAID.  
  • As the Agency’s roles and responsibilities develop so too must our compliance capability. 
  • Reviews and double checks all documents regarding completeness of the process relevant documentations and then verifies the signatures versus a specimen book
  • To continually identify and diagnose where compliance activity is required across the Program.
  • To continually identify where compliance activity occurs, and in what form.
  • Develop and coordinate the delivery of plans to put in place compliance activity where it is otherwise absent or unsatisfactory.
  • Identify and highlight critical high risk areas within the ASP’s compliance regime which require immediate action to resolve.  Assist, lead where necessary, the development of procedures as a part of this resolution activity. 
  • To continually and actively develop technical knowledge in relation to new Program initiatives and all, not solely core, systems.
  • To coordinate and support the operations of Internal Audit.
  • Prioritization of own workload on a day-to-day basis.
  • Participation in team meetings to determine short term Team priorities and understand how the role impacts on the team requirement to deliver.

Education, Qualification & Skills Required:

  • 10 years of experience in the relevant field.
  • Masters degree in Business Administration from any HEC recognized University.
  • Have the ability to demonstrate requisite experience in managing compliance activities.
  • Experienced in analyzing business needs.
  • Good Interpersonal skills.
  • Communicates the strategic vision to the team/function in a manner which generates enthusiasm and commitment.
  • Excellent presentation & communication skills.
  • Advanced knowledge and proven ability in the use of Microsoft Office.
  • Ability to work independently.

Director Finance

Position Purpose:
Director Finance is responsible for planning and controlling financial resources and budgeting. She/he is also responsible for maintaining books of accounts according to requirements of LUMS and USAID and responsible for reporting to USAID as per requirement of Cooperative Agreement.

Main Responsibilities

  • Supervise the preparation of budget and submit the annual budget
  • Manage and control departmental expenditure within agreed budgets
  • Ensure compliance with financial policies and procedures and adhere to the terms and provisions of the agreement with the donor.
  • Implement and monitor payment authority practices
  • Establish and maintain internal controls and recommend corrective actions as and when necessary
  • Provide monthly management and expenditures reports including standard accounting submissions as well as other financial information in a timely and accurate manner
  • Prepare rolling estimates, variance analyses and other required reports
  • Preparation of financial reports as per USAID requirements eg: -quarterly financial report, liquidation report, status of funds report annual foreign tax report, quarterly accrual report.
  • Liaison with banks
  • Liaise with Agreement Officer and Financial Analyst for smooth execution of project activities
  • Supervise and guide to staff  for the maintenance of asset register
  • Prepare the financial data for quarterly and annual progress reports
  • Prepare the request for the further obligation of funds
  • Responsible for the preparation of monthly and yearly Fund Accountability Statement
  • Act as focal person for the external audit
  • Perform any other duties as assigned

Education, Qualification & Skills Required:

  • ACCA/ACMA/ACA
  • Minimum 10 years of finance related experience knowledge of donor funded projects will be an added advantage
  • Ability to meet deadlines
  • Willing to work late hours (if required)
  • Willing to travel (if required)
  • Good computer and database management skills.
  • Command over MS office.
  • Good communications skills
  • Thorough knowledge of generally accepted accounting and financial principles

RESEARCH ASSOCIATE

Position Purpose: Assist the Lead or Co-Lead Faculty in the development of trainings materials and in producing the training outcomes like cases, articles etc
Main Responsibilities

  • Assist faculty lead and faculty co-lead in developing training material
  • Field data collection
  • Analyzing data using various qualitative and quantitative research methods
  • Writing training materials (case studies, articles, exercises, etc.)
  • Coordination and administration relevant to ASP-LUMS training programs
  • Liaison with ASP-LUMS project office
  • Any other duties Assigned
